Counterfeit Lunch Money

Ok, I'm marginally used to emails from our kid's school system about bomb threats, locker searches, and "stranger danger." But rampant counterfeiting?

Here's a message I just received in my email box:

From the Nutrition and Food Service Department-

Unfortunately we are experiencing numerous counterfeit bills being passed through the serving lines at many schools in the district, and at all lavels, including elementary schools. Due to the growing concern, the Nutrition and Food Service Department will no longer accept bills over $20.00 for the remainder of the school year. For your convenience and safety, please use www.mealpayplus.com, personal checks or money orders for larger prepaid amounts for your student's account. Cash should be sent in bills smaller than twenty dollars. We apologize for any inconvenience this may cause.

I take it they're not accusing the students of ZZ Top High School of running a counterfeiting ring (for now), but where's all this phoney money coming from? Is anybody else's school having this problem?
